New Narrative Requirements in Fairfax County
Effective immediately,
Fairfax County will require a detailed Outfall Narrative and a
Pre-development Site Conditions Narrative for all development plans.
Significantly more information is requested with the new policy, which will
require extensive engineering calculations of pre- and post-development
conditions for the site and at each storm drainage discharge.
Letter to Industry 03-10, issued without prior notice on April 25,
expands current outfall narrative requirements. Although outfall narratives
have been part of plans for some time, the new policy requires specific
engineering calculations that must be provided for each outfall. Up to five
cross-sections shall be analyzed for each outfall, which may require
additional field surveying to obtain the channel geometry. These policies
will require additional engineering, and will affect all plans currently in
the pipeline.
In addition to outfalls,
this Letter creates an entirely new narrative, the Pre-development Site
Conditions narrative. All future plans and associated waiver requests must
provide a factual pre-development land use narrative to document the factors
affecting stormwater runoff.
By requiring additional
information about the pre-development condition of a site, County reviewers
hope to better evaluate stormwater management, water quality and outfall
issues. There are few specific items listed for submission with this new
narrative, so there may be some confusion during initial implementation that
may delay plan approval.
